A 29-year-old groom was injured as unidentified assailants opened fire at him during his wedding procession, the police said on Tuesday.
The incident took place on Monday evening. The groom, Rajiv, sustained a gunshot injury on his chest, Inspector Ravisher Singh said.
He was rushed to a private hospital where his condition was stated to be critical, the officer said.
Police said an investigation is underway in the case.
The accused has been identified as Sagar, a resident of Shashi Garden, Trilokpuri. He is believed to be a member of an interstate criminal gang led by Sunder Bhati, the police said.
Announcing his decision, Punjab chief minister Amarinder Singh said in the first phase of the allotment, at least 10 plots of five "marlas" (unit) each would be allotted to homeless scheduled caste families in each village.
Police said some parts of the body were stuffed in a sack while some other, including the severed head, were lying scattered in the isolated plot
The deceased has been identified as Amit, a resident of Sangam Vihar, Vijay Kumar, Deputy Commissioner of Police (South), said.
Pravasi Bharatiya Diwas: "People of Indian origin are in leadership roles in countries such as Mauritius, Portugal and Ireland," Prime Minister Narendra Modi said.
He said he has left drinking from January 1 and that he hopes to shun liquor for the rest of his life.
