Prime Minister Mark Carney says Israel's strike on Qatar was "an unprovoked attack" but isn't hinting that Ottawa plans to impose any consequences.

Israel says it targeted senior Hamas leaders in the capital Doha on Tuesday, while the militant group says its main ceasefire negotiator survived the attack.

On the day of the attack, Carney said it had endangered efforts to advance peace in Gaza and could destabilize the Middle East.

European Commission President Ursula von der Leyen has since announced plans to seek sanctions against Israel and a partial trade suspension.

In a podcast interview today, Carney said that Tuesday's attack was "intolerable … in the sense (that) it violates international law."

He was not asked whether Canada would also implement trade restrictions or more sanctions, and the prime minister said that "we look to move forward from this point."
