Prime Minister Mark Carney said in his pre-budget speech last week that the upcoming federal budget will include "Canada's new immigration plan," but immigration department officials don't know if that includes the annual levels plan.

The immigration levels plan, which outlines how many permanent residents Canada plans to admit for the next year, is required by law to be tabled in Parliament by Nov. 1.

Daniel Bernhard, Institute for Canadian Citizenship CEO, says he's been told by government officials that the immigration department does not know when the levels plan will be tabled.

A government official shared the same information with The Canadian Press.

Carney has said the government is committed to getting immigration "under control" and plans to reduce the number of temporary residents from about seven per cent of the population to five per cent by the end of 2026.

The Canadian Press has reached out to Immigration Minister Lena Diab's office for comment.
